Is it fair to use external libraries? I think it should be allowed and I don't see anything restricting them. But I can also see where it may be a little unfair to allow them. For example, there are some good tron games out there, would it be fair to use the AI in those games?

On the subject of libraries, what about things like NumPy, a numeric computation package for python? It does fast math with arrays and matrices and such as its written in C.

That could be acceptable, depends how easy it is to implement for us.

NumPy is generally very easy to install.

My current bot (not submitted yet) uses numpy to do matrix math. While it is possible to do the math in python it becomes much slower.
