Rules for timeout

I couldnot find in the official rullings how the 1s limit is defined.
Is it time between first char sent in the turn and received go or each turn is expected to start at the same portion of second?
So one could measure it from the start of the game ...

The 1 second actually starts from the time the engine finishes sending the gamestate to the bot.

Thanks janzert, so starting clocks at time when the first char is available would be safe (works well for all turns including the first).

BTW: I am losing time in arimaa postals and I do not play blitz games now due the PlanetWars ... fortunately the contest will not continue to 2011 :).
