having trouble registering for comp

Every time I enter my details on the registration page it returns the message "Accounts can not be created at this time. Come back later, once the contest opens."

I am assuming the contest is open because the home page says"Google AI Challenge Now Open!" and there are new people on the current rankings page

Also there are some activities that a bot can do that I consider cheating and should probably be adjusted (C++):
Sending a negative number of ships - i.e. I have a low growth planet with 5 ships, I send -50 ships to an adjacent high growth planet - the enemy takes over the low growth planet with 45 ships any I take over the high growth planet!

Also, while I think about it, is it possible to update the game view to give a reason for the win?

i.e.
opponent timed out,
illegal request(attempt to dispatch fleet from opponents planet)
turn limit reached
galaxy conquered
etc

for instance, why was this recorded as a loss for Max?

I've also got "come back" stuff when trying to register. Maybe organizers are fixing code/rules or something ? It would be good to see a reason on main site for such registration denial.
