make hill spawning deterministic

According to the specifications, hill spawning is currently random. Unfortunately, this adds even more to the luck factor of multihill maps. I think it should be changed.

For example, suppose you start with 2 hills. One of the hills has lots of food by it and the other hill doesn't. Someone whose third ant spawns by the first hill will get a much better start than someone whose ant spawns at the second hill, purely due to luck.

The randomness is a tiebreaker; the first check is last touched. You can control the spawning by placing an ant on top of each hill you don't want to spawn. If you ignore all this, each hill will probably spawn about the same number of ants, if you move off of the hills normally.

You can't do that at the start of the game.

You can choose not to move an at of a hill at the start. If you need to control the first spawn, move only that ant, then the others on the second turn.

But that puts you at an even bigger disadvantage.

I would assume if you thought controlling the first hill spawn is important enough, then it would be worth the time lost. It depends on the map and initial food locations if it is worth it or not. The point is, it can be mostly controlled if needed.
