May be move simplest old bots with deactivated submission to special "beginning" section and turn off playings for it. This saves cpu time... The level of "beginning" section is a sample bot. If some bot have a higher level, it stay at the main group.

I don't know exactly what the matchup and ranking rules are, but it seems to me that Active bots seek to improve their ranking by challenging higher ranked bots (including Deactivated bots).

Deactivated bots therefore tend to be predominantly matched against lower-ranked opponents, hence there is some advantage to a bot being deactivated after its ranking has peaked in that it will no longer be competing against much higher ranked bots.

Please correct me if my interpretation is wrong.
