Tournament hardware

Do you know which particular cpu family will be used to run our code in the tournament? Being able to target a particular L1 cache size would helpful

Xeon Harpertown quad cores (Core 2 server parts). Thats 6MB cache per two cores for a total of 12MB L2 cache. L1 cache is standard on almost all x86 processors now, 32kB I and 32kB D. You can run intel VTune or cachegrind (part of valgrind) if you feel this is important, but the cost-benefit of microoptimization is gonna suck. There are endless ways to make your algorithm smarter.

You're definitely right about optimizing the rights things first, but knowing some ballparks helps for feasibility planning of new algorithms. Right now my executable sits around 30KB, so I'm getting picky about adding anything else.

amstan has previously revealed it to be 64-bit Debian.

I don't think the sandbox will allow you to use that, since it kinda prohibits threads.
Don't worry about making full use of the multiple cpus, keep in mind that you are not the only entry playing, so there's other bots on other cpus.
