When does the one second start?

After I've read the map fully, or before?

How is this important? You get the map very fast, probably less than 1 ms, it's not that essential.

The time limit starts ticking before the engine sends the map to your program.

Is the engine the same java engine that ships with the starter packages? Is it running in the same JVM that has been plagued with horrible performance for all the java submissions? What if all the time out problems are due to garbage collection happening after the timer is started, and before a bot has received the map? Why not start the timer after the bots get the map?
