Start up time allowance

I'm not sure if the tournament server software might already be allowing for this, but I noticed locally that running under the python tournament engine by nneonneo the my java bot was timing out fairly frequently on the first move. I finally figured out that this was because of java's somewhat considerable start up time. I'm hoping the tournament server can give some start up time (say 1 second) before sending the initial board so bots can fully initialize before starting the game. Also if there is no start up allowance, unless the server is truly running the bots in parallel each move, the second bot is given a significant advantage in start up time since it has the first player's turn to complete initialization.
